Winnipeg police have charged a music teacher in connection with an alleged sexual assault of a school-aged student. The Winnipeg Police Service opened the investigation in July 2025 after receiving a report from the alleged victim.
Investigators say the alleged incidents occurred at a private home on Nairn Avenue, in the 600 block, between January 2022 and July 2025. No further details have been released to avoid identifying the alleged victim.

Who was charged and what are the allegations

Police arrested 32-year-old Jett Russel Panganiban on Tuesday. He faces charges of sexual assault, sexual interference and invitation to sexual touching. Panganiban was released on a release order while the investigation continues. None of the charges have been proven in court.

Police response and privacy concerns

When contacted for more information, the Winnipeg Police Service declined to provide additional details, saying that further information could identify the alleged victim. Investigators are urging anyone with relevant information to contact them.
  • To speak with investigators, call 204-986-3296.
  • Anyone who may have information but prefers to remain anonymous can contact Crime Stoppers.

What the charges mean

The charges named by police are offences under the Criminal Code of Canada. Sexual assault covers a range of non-consensual sexual activity. Sexual interference and invitation to sexual touching relate to sexual activity involving young people and are treated seriously by prosecutors. The Crown must prove the allegations in court beyond a reasonable doubt.

What typically happens next in cases like this

After charges are laid, the accused will attend a first court appearance. The release order can include conditions such as no contact with the alleged victim, restrictions on travel, and reporting requirements. The investigation remains active while police gather evidence and the Crown assesses charges and disclosure matters.

Support and resources

Cases involving sexual violence can be difficult for survivors and their communities. Several services offer confidential support and practical help for people affected by sexual assault.
  • Kids Help Phone: 1-800-668-6868 or text 686868 for free, confidential support across Canada.
  • Winnipeg Police Victim Services can provide information, support and referrals.
  • Manitoba Victim Services or local community sexual assault centres offer counselling and court accompaniment.

Community and school considerations

When alleged offences involve adults who work with children, school communities often seek clear communication and protective steps. School boards and private lesson providers have policies and reporting requirements intended to prevent abuse and to respond when allegations arise. Parents and guardians looking for information should contact their school or lesson provider and the local police non-emergency line for guidance.
The Winnipeg Police Service has asked anyone with information to contact investigators at 204-986-3296. Media requests to police were declined in part to protect the identity of the alleged victim.
The charges against Jett Russel Panganiban are allegations. He is presumed innocent until proven guilty in court. The investigation remains ongoing and further updates will come from police and the Crown as the case progresses.
